I usually use Reykjavik, Iceland which is also on GMT and does not observe daylight saving time. Pretty pointless in a country that has almost 24 hours sunlight in summer :)
I think it would be sensible if Apple would create a GMT/UTC timezone for the clock widget. I have submitted that to them via feedback a few years ago but who knows what happened to that idea :-/

On the iPhone you can type 'UTC' in the choose a city search box and UTC will show up and work. This also seems to work on the Date & Time control panel in the Time Zone tab on my OSX 10.8.4 system. I suspect it might work in the Dashboard widget if there was a search box that allowed UTC to be entered.

The Freetown hint seems to be the only option. I don't see a UTC option as on the iPhone.

UTC / GMT / Zulu for the Mac World Clock
If you require the display of UTC / GMT (Greenwich Mean time) once in a while, this little hack might be useful to you.
The Mac comes with a beautiful world clock widget that allows placement of various local clocks on the dashboard and is really helpful for people that communicate on a global level. The only thing missing is an option for UTC display (important for HAM radio). This little hack adds a GMT option to the standard World Clock widget.
Open a Terminal window on your MAC. Navigate to the widget directory.
cd /Library/Widgets/
In there you should find a subdirectory for any of the standard widgets that came with OS X. Locate the World clock widget directory and enter it.
cd World Clock.wdgt
Open the file WorldClock.js for editing with your favourite editor
sudo vi WorldClock.js
Locate the Europe section and just above Amsterdam, add this line.
{city:'GMT/UTC', offset:0, timezone:'UTC', id:'2647937'},
Save the file and open the dashboard. Add a new World Clock widget and that should now have an option to add GMT/UTC in the Europe section.
